The U.S. Postal Service has proposed new requirements for ballot mail used in federal general, special, and runoff elections.


Under the proposal, election officials would be required to submit information through a new USPS portal for voters receiving mail ballots. This would include each voter’s name and address, along with unique barcodes for the outbound and return ballot envelopes.


USPS would review outbound ballot mail before accepting it. Mailings that do not meet the proposed requirements could be returned to election officials for correction.


Why does this matter in Washington? Washington votes by mail in every election. Registered voters automatically receive their ballots, and many Washingtonians rely on the mail to participate in our democracy.


 This has not become a final rule. The proposal is currently open for public comment through July 2, 2026.
